The most obvious priority here is more of Empress of the Dawn. But if Shadar doesn't finish it himself, I might make a stab at his First Protector (as I did with Encounter at Westfold), or even the conclusion of the Shore Leave trilogy. I'll be definitely finish "The Popcorn War," which began as a collaboration with Jordan Taylor. But a number of other works-in-progress by guest writers seem to be in the doldrums. Their authors may or may not take them up again. But, hey, if you're a budding author and have an idea flor an Aurora Universe story or, for that matter, any fresh uberfemme story, get in touch!
